USAID Power the Future Project

 

Tetra Tech is implementing the Power the Future project (PtF) under the contract with the U.S. Agency for International Development (USAID) from August 2017-2021. PtF is working to enhance regional cooperation on shared energy resources, working across the five countries of Central Asia to accelerate the transition to clean energy. On a national level PtF is supporting each country of Central Asia, following international best practices, to create effective enabling environments for private sector investments in renewable energy (RE) that accounts for the low wholesale and retail electricity prices that are common throughout the region. PtF also supports development of policy and regulatory preconditions for investment in RE and energy efficiency (EE).

 

 

 

Pamir Energy  and Sebzor Project

 

Since 2008, Pamir Energy (PE) under the protocol of cooperation in energy sector between the Government of Tajikistan and the Government of the Islamic Republic of Afghanistan and the Aga Khan Fund for Economic Development provides electricity to over 40’000 people in Afghanistan, with an additional 420,000 to be added in the next seven years subject to availability of funds for construction of transmission line and distribution network in Afghanistan. In total, these consumers will require approximately 10.7 MW of capacity, and as PE continues to construct additional transmission lines, more capacity will be required.

 

 

 

To meet this increased demand, PE had identified a site for a new 11 MW HPP, which was endorsed by the Government of Tajikistan.  SWECO (Swedish based consulting company) has completed a feasibility study of the Sebzor project in 2016. The Project comprises the construction of a basic, run of the river power plant with an estimated generation potential of about 94.5 GWh annually. The HPP will be connected to PE’s main transmission grid via a 20 km 110 kV line to the Khorog substation and to the local 35 kV grid.

 

The Government of Tajikistan has entrusted PE to implement the Sebzor project as a project executing agency. The project’s total cost is around US $40 million and is being supported by a consortium of donors including the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) channeled through the German Development Bank (KfW), the Swiss State Secretariat for Economic Affairs (SECO), the World Bank (WB) and the United States Agency for International Development (USAID).

 

As part of this funding consortium, USAID through the PtF is providing technical assistance to Sebzor Project Coordination Unit of PE to improve the company’s capacity in renewable energy development and support implementation of the HPP.  

 

SCOPE OF WORK

 

The Sebzor Project Director will be working under the technical supervision of PE Management and will work closely with the PtF Chief of Party (COP), project team members, development partners and local authorities to be responsible for overseeing workers and managers in various departments who are assigned certain tasks to complete for the Donors’ funded Sebzor Project in VMKB, Tajikistan, as well as creating schedules and following up with workers to ensure that each phase of a project proceeds as planned.

 

Responsibilities

 

·       Prepare the project plans, schedules and specifications and comment on the building design, scheduling, possible cost savings measures and potential construction problems.

 

·       Lead in preparation of project budget.

 

·       Prepare the general conditions budget.

 

·       Lead in the hiring process of the team and setting up of the team structure.

 

·       Lead in assembling the jobs site office and equipment requirements.

 

·       Effectively communicate and coordinate with a design team, project implementing consultant (being contracted) and the technical teams for EU, KfW (BMZ), SECO, WB and USAID.

 

·       Expedite and approve all shop drawings and approvals.

 

·       Monitor and maintain the project construction schedule on a weekly basis.

 

·       Raise and discuss relevant issues at the job site meetings and ensures preparation and issuance of minutes of all site meetings.

 

·       Inform PE management of any errors, discrepancies or omissions contained within the designs and drawings.

 

·       Monitor site safety and ensure that the requirement of the occupational Health and Safety standards are enforced. Assure that all incidents near misses and accidents are documented and appropriate measures are taken to hinder any such incidents in a fast manner

 

·       Ensure completion of and track all independent testing and inspections as required by the relevant authorities, the laws, relevant legislations and standards of the Republic of Tajikistan and to ensure all required civic bodies inspections are performed.

 

·       Issue Monthly progress reports including (a) summary of work performed in reporting months and and in next coming month (b) monthly cost forecasting, (c) brief OHS section showing accidents and near misses and invoicing to PE including Final holdbacks.

 

·       Maintain and enforce good construction standards and quality control.

 

·       Maintain Control and responsibility for the security and operation of the directly owned equipment on the job site in conjunction with site staff.

 

·       Control and monitor labour, material and equipment expenses.

 

·       Prepare monthly cost forecasting summaries.

 

·       Ensure that as-built drawings are prepared on an ongoing basis by all trades during the construction period and issue final close-outs to PE accordingly.

 

·       Prepare and expedite project deficient lists.

 

·       To prepare and to verify the measurement book for the whole project.

 

·       Supervise preparation of the tender documents, tender evaluations and awards, drafting of contracts, and acceptance of construction, in line with relevant financing partners’ guidelines.

 

·       Clarify queries from prospective bidders during the bidding period

 

·       Supervise preparation of required reports to PE Management and development partners, to execute the tender process according to financial partners’ guidelines and to execute the tender process in a way that NO Objection from financial partners is assured.

 

·       Supervise the development and implementation of a quality assurance program for manufacturing, monitoring schedule, supervise the inspection of equipment and materials prior to delivery from the manufacturing place, review documents to assure quality of delivered goods, carry out comparisons of as-built drawings to design, and addressing shortcomings in any of these areas (site visits would be required during the manufacturing and construction phases).

 

·       Supervise the specification of all items / requirements which must be followed up to reduce temporary impacts to environment and people during construction, specify each required item in a checklist and ensure that the items are handled according to International best practices following this checklist, monitor impacts and the mitigation measures taken to reduce such impacts and report on a monthly reporting basis, review these reports and if required, financial partners may request to check the situation at site during other planned site visits.

 

·       Supervise the specification of the required measures that OHS standards are met during construction and operation of the plant, specify each required item in a checklist and ensure that the items are handled according to International best practice following this checklist, monitor any deviation and accidents and take actions if the Constructor/Supplier is not following such International practices and report on a monthly basis following the checklist items.

 

·       Interact with development partners as necessary

 

QUALIFICATIONS

 

·        Bachelor’s degree or higher in Civil, Mechanical, or Electrical Engineering specializing in infrastructure, particularly in the construction of hydro power plants

 

·        At least 15 years of hands-on work experience in the management/leadership of construction and/or rehabilitation of numerous hydropower projects.

 

·        Extensive experience in the preparation of detailed cost estimates, cost control, capital program management, financial, and project schedule reporting.

 

·        Understanding for FIDIC and MDB projects preferred

 

·        Experience in the managing of projects up to the value of US$50 million.

 

·        Extensive hands-on experience with most of the following elements of hydropower construction/reconstruction: tender preparation, tender evaluations, contract negotiations, contract administration, contract supervision, and claims management. Manage problem solving processes with respect to design, construction, and coordination issues associated with hydraulic turbines, alternators, excitation systems, governor systems, plant electrical and mechanical systems, waterway civil structures (concrete and earthen), powerhouse super structure and substructure, hydraulic steel structures, cranes, hoists, spillway gates, reservoir management, and flood routing. Experience in overseeing site provisions for employee occupational safety and health programs.

 

·        Experience with managing multicultural project teams on hydropower construction/ reconstruction projects, preferably in developing countries.

 

·        Experience in working and communicating with local and national authorities on hydropower projects of national importance is preferable.

 

·        Proven leadership ability, professionalism, organizational capacity, and proven ability to effectively transfer knowledge and provide training of resources.

 

·        Ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions.

 

·        Advanced knowledge of English language is required. Knowledge of Tajik and Russian would be an asset.

 

·        Excellent negotiating and persuasive skills, both in one-on one and group situations.

 

·        Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)

 

·        Ability to multitask, prioritize, and manage time efficiently

 

·        Accurate and precise attention to details

 

RELATIONSHIPS

 

·        The Project Director will be hired by Tetra Tech Inc. under the framework of the PtF project from o/a January 2020 until August 2021, and will be seconded to PE for the contract’s duration. After the end of the contract with Tetra Tech Inc. the consultant might continue his/her service under a contract with PE if the position is required

 

·        The Project Director reports to the Head of the Regional Project Implementation Unit on all technical matters, with regular interactions with the General Director of Pamir Energy.

 

·        The Project Director will also submit regular reports to TT which will be reviewed, approved, and signed off on by PE prior to submission to TT.

 

·        The Project Director aligns with directors of all business operations: technical operations, health and safety, HR, finance, sales and marketing as well as regional energy team of Industrial Promotion Service, Asia Region/Aga Khan Fund for Economic Development (AKFED)
